Cyprus Working Paper / Issue: 1
The Constitution of the Republic of Cyprus, established in 1960, created a partnership republic based on the political equality of the Greek Cypriot and Turkish Cypriot communities. Yet within only three years, this framework collapsed when unilateral constitutional changes undermined the bicommunal balance. Since then, successive negotiations have struggled to restore a functional system that reflects both communities’ sovereign equality and securing lasting stability on the island. The relevance of the 1960 arrangements still remains central to discussions on how a comprehensive settlement could be achieved today.
To contribute to this debate, the Economic Policy Research Foundation of Turkey (TEPAV) has established the Cyprus Working Group, dedicated exclusively to issues related to Cyprus. With this initiative, TEPAV will produce regular analyses to foster informed discussion and support constructive approaches.
