Yılmaz completed his master's degree in Public Policy  at Columbia University in the USA (New York) in 1998, and his doctorate in 2006 with the thesis titled "Quality Problem in Fiscal Compliance in Stability Programs" at Hacettepe University.

Yılmaz worked in the public sector in various positions for 20 years. He worked as an assistant auditor and auditor at the Turkish Court of Accounts from 1988 to 1992, and as an assistant expert and expert at the Undersecretariat of State Planning Organization between 1993 and 2008, Ankara University Institutional Development Coordinator between 2009-2011, Financial Coordinator from 2012 to 2014. Yılmaz retired from Ankara University, Faculty of Political Sciences, Department of Finance in November 2021, where he taught as an academician from 2008 to 2021, and appointed as a tenured professor in 2014.

During these duties, During these duties, he worked as an expert and consultant in various projects at home and abroad. Among these projects; local management programs (process leader on municipal projects) supported by SALAR, EU-IPA Strategic Management Project, EU-IPA Disadvantaged People and Elimination of the Barriers Against Their Employability, EU Facility for Refugees in Turkey (FRiT I II - member of Need Assessment and Technical Joint Working Groups in Prime Ministry), work on developing a government program monitoring system in the Prime Ministry, UNDP – Turkey's National Human Development Report on 'Inclusive Growth' (Government, Redistribution and Social Protection), numerous UNICEF projects (child poverty/inequality and public policies, Costing and Financing Study for Conditional Cash Transfer for Education Program for Syrians and other Refugees, 2024-2028 ECD Strategy and Action Plan etc), ILBANK international investment projects and Institutional Creditworthiness works and KOSGEB EBRD supported Digitalization project consultancy.

In 1998, he spent 6 months in Washington DC as part of two research projects at the World Bank (Reliability of the National Account Data and Public Expenditure Framework). Between 2019 and 2022, he also served as the "Chief Technical Advisor" in the Local Government Reform 3rd Phase Project financed by EU and carried out by UNDP.

Public policies, fiscal management and budget, structural adjustment programs, income distribution and inequality, child poverty and social programs, fiscal transparency, regulatory impact analysis, local government finance, thematic budgeting, participatory budgeting, monitoring and evaluation, financial and economic effects of migration are within his academic interests and he has many academic studies on these subjects.
