Asphalt paving works have begun as part of the Jenin Industrial Free Zone Project, implemented through a partnership between TOBB Industry for Peace (TOBB BIS) and its Palestinian partner, Amaar Real Estate Group. As the project enters a new phase of infrastructure development, preparations to make the zone operational continue on schedule.
Another significant milestone has been reached in the infrastructure development of the Jenin Industrial Free Zone Project, which is being implemented through a partnership between TOBB Industry for Peace (TOBB BIS) and its Palestinian partner, Amaar Real Estate Group, with advisory support from the Economic Policy Research Foundation of Türkiye (TEPAV). With asphalt paving works now underway at the project site, preparations to bring the zone into operation are progressing on schedule.
Implemented by TOBB BIS, a subsidiary of the Union of Chambers and Commodity Exchanges of Türkiye (TOBB), with technical and strategic advisory support from the Economic Policy Research Foundation of Türkiye (TEPAV), the Jenin Industrial Free Zone Project is among the strategic investments expected to support production, employment, and economic development in Palestine.
The project, initiated in 2004, gained new momentum following the 2010 concession agreement with the Palestinian Ministry of National Economy and the subsequent completion of the land expropriation process. With financial support provided for infrastructure investments, a significant portion of the road, water supply, sewerage, and other essential infrastructure works under the project has been completed.
A new phase of the project began with the partnership established between TOBB BIS and Amaar Real Estate Group on 6 March 2024. Under this partnership, the Jenin Industrial Free Zone Company was established as the entity responsible for developing and managing the zone. Following the company’s formal establishment, plans for technical preparations, site surveys, and new tender processes were developed during board meetings, while work to complete the first phase of infrastructure development gained momentum.
Technical inspections conducted on site confirmed that the road infrastructure works had been completed, that the mechanical tests had been conducted successfully, that no issues had been identified with the potable water systems, and that the infrastructure was ready for the next phase. The asphalt paving works, which build on these efforts, represent a further step in the development of the project site’s transport infrastructure.

Once completed, the Jenin Industrial Free Zone is expected to contribute to the Palestinian economy, attract new investment, and expand employment opportunities.
A New Step in Promoting Investment in the Jenin Industrial Free Zone
The interactive 3D model developed to support investment promotion activities will allow investors to explore the project site and industrial plots in detail in a digital environment. The model provides information on the location, size, and designated use of each plot.
The promotional model aims to showcase the Jenin Industrial Free Zone more effectively to international investors and support investment processes.
