Gülbin Şahinbeyoğlu received her B.A. (1991) and M. Sc. (1995), both in economics, from the Middle East Technical University, Ankara.

From 1991 to 2020, Ms. Şahinbeyoğlu worked for the Central Bank of the Republic of Turkey.  Initially she worked in the Research Department as a Researcher and as an Economist (1991-2003), and then she was appointed to managerial positions (2003-2020). She worked as Deputy Executive Director and Executive Director in the Department of Research and Monetary Policy, and then in the Department of Statistics. She was also an Executive Member of the Bank for International Settlements (BIS) - Irving Fisher Committee for Central Bank Statistics (2013-2020). During her central bank career, she has had secondments at the Bank of England, the Centre for Central Banking Studies and the Economics Department of the OECD.

Ms. Şahinbeyoğlu joined TEPAV as the Director of the Economic Data Analysis Center in November 2020. She also assumed the position of Managing Director as of February 2023.
