Strategies for normalizing relations between Armenia and Turkey were discussed at the meeting titled "The Regional Development Potential of Cross-Border Cooperation," organized by TEPAV and the Public Journalism Club (PJC) on December 12, 2024. TEPAV and PJC presented findings from a study on media and official narratives regarding Armenian-Turkish relations and their potential for normalization. Additionally, TEPAV shared its research on opportunities for economic cooperation in the tourism sector .
On December 12, 2024 TEPAV and the Public Journalism Club (PJC) jointly organized a meeting titled "The Regional Development Potential of Cross-Border Cooperation."
The discussion focused on the opportunities arising from the normalization process between Turkey and Armenia, particularly in terms of regional economic integration and cooperation. Participants emphasized the need for a new development strategy for the region, highlighting its cultural and eco-tourism potential. Leveraging the region’s tourism opportunities, including the restoration of historical sites such as the Ani Bridge, was discussed as a way to strengthen economic and cultural ties.
Additionally, Armenia’s efforts to diversify its trade networks and deepen economic relations with the European Union were discussed as potential avenues for a strategic partnership with Turkey. The expansion of energy corridors and the strengthening of logistics infrastructure were evaluated as key factors that could mark a new phase in bilateral relations.
Divergent Narratives in the Media Regarding Armenian-Turkish Relations
Media analyses conducted by TEPAV and PJC provided insights into the narratives in media and official sources regarding Armenian-Turkish relations and their potential for normalization.
In the Turkish context, TEPAV’s findings showed that since 2021, terms such as "normalization" and "cooperation" have appeared more frequently in Turkish media, reflecting a generally positive discourse toward Armenia. This trend aligns with Turkey’s official narratives on the issue.
In contrast, Armenian public opinion exhibited some uncertainties and trust deficits regarding the process. Polarized or agenda-driven narratives in Armenian media were noted as potential obstacles that could negatively influence public perception and hinder progress in normalization. In this context, the importance of a more effective communication strategy was emphasized.
Normalization Gains Momentum
Discussions highlighted that the current geopolitical climate presents a unique opportunity to open the Armenia-Turkey border, driven by shifting regional security dynamics and momentum toward normalization. The change in the situation regarding the Nagorno-Karabakh conflict between Armenia and Azerbaijan, along with Russia’s declining influence due to the ongoing war in Ukraine, has removed key obstacles and created space for enhanced regional cooperation. The appointment of special envoys and the resumption of dialogue between Armenia and Türkiye further underscore both sides' willingness to pursue rapprochement. Additionally, the temporary border opening for humanitarian aid following the 2023 earthquake demonstrated the potential for cooperation between the two countries.
Normalization Process Key for Regional Stability and Development
The discussion concluded that normalizing relations between Armenia and Türkiye is crucial for regional stability and the region’s economic development. Managing media narratives and public perceptions was identified as a key factor in ensuring the success of this process.
Additionally, joint initiatives in energy, logistics, and tourism were highlighted as opportunities to strengthen cooperation and make normalization sustainable. Participants emphasized that, with effective management of geopolitical dynamics, long-term peace and sustainable economic development could be achieved.
