He graduated from Dokuz Eylul University, Mechanical Engineering Department in 2004. In the same year, he began his MSc. in Middle East Technical University in the department of Science and Technology Policy Studies. He started to work for a private company during his MSc studies. He graduated from the department in 2007 by taking his MSc. degree as “Science and Technology Policy Expert”. He subsequently began his PhD. in the same department. In 2008, he departed from the private sector, and he began to work for Technology Development Foundation of Turkey (TTGV) as a project manager. As a PhD. Student, his dissertation, namely "Technology development in Turkish Automotive Industry: A case of Middle Technology Trap", was approved and he graduated from PhD in 2014. He edited two books, namely “TTGV’de 20 Yıl” and "Cumhuriyet Türkiyesi'nin Sanayileşme Öyküsü", about the opinions and work experiences of TTGV’s ex-President, Dr. Fikret Yücel.
During his work in TTGV, he contributed several national and international projects such as OKUMKAP (Capacity Building Project for Automotive Cluster in Bursa), INNOCAP (Improving the Capacities of SME’s by Developing Innovation Managers), Enterprise Europe Network (CIP Competitiveness and Innovation Programme) and Innovation Capacity Assessment Model Development for SMEs (YENKAP Project). He held a certificate of “Innovation Manager” given by Institute Castilla Y Leon (Spain). Finally, he led R&D Academy, which was a professional education program by TTGV, towards developing capabilities of R&D managers. He also designed and managed a project including a brand-new model designated for autonomous innovation environments such as innovation hubs and hackerspaces, namely Kıvılcım at TTGV which was opened in 2015.
By the end of 2015, he went on his career as a Business Development Manager at Knowledge and Technology Transfer Office at Yaşar University (BTTO). He contributed Yaşar BTTO to be ranked in Entrepreneurial and Innovative University Index of TUBİTAK and Ministry of Science, Technology and Industry. During this period, he gave two lectures about "Innovation Management" and "Project Life Cycle Management" in each academic year; he participated as consultant to "MAXCAP Project" funded by EU and "The Evaluation Study of Turkish Technoparks" led by PGlobal Consulting and funded by Ministry of Science, Technology and Industry, respectively. In 2018, he was working for ARGEDA Technology Transfer Office at Atılım University as TTO manager and responsible for managing technology transfer projects and processes of the university. He was also the project manager of BIGG-Atılım which was an entrepreneurship development program for university graduates.
By September of 2019, he became an assistant professor at OSTIM Technical University as a full-time faculty. He became the chair of the Department of Economics and program coordinator of Industrial Policy and Technology Management MSc. Program at the same university. He gave several lectures on both undergraduate and graduate levels. He also founded and led Industrial Policy and Development Center of the university and managed several research projects with national and international stakeholders. He was also appointed for Vice Dean of the Faculty of Economics and Business Administration and Vice Director of the Graduate School of Social Sciences during his work in OSTIM Technical University.
His research interests are industrial and technology policy, industrial development, R&D funding, project management, technological change and evolutionary economics. During his career, he has managed and/or worked for several academic and non-academic research and consultancy projects. He has several research papers in academic journals and columns in several newspapers.
He has participated TEPAV as the Director of Project and Business Development as of September 2024.
